2004-2007 Strategic Plan

The strategic plan of the Lobbyists Commissioner, entitled Vers une confiance plus grande dans nos institutions politiques et administratives (Towards increased confidence in our political and administrative institutions) defines the four main orientations that should guide his actions from 2004 to 2007.

1st orientation
Monitor and control the lobbying of public office holders

The scope of the Act is very wide. It covers the lobbying of all parliamentary, government and municipal institutions on political and legislative issues, as well as a vast range of administrative decisions (granting of permits and licences, authorizations, etc.) made by such institutions.

Moreover, the Act requires that the object of lobbying activities be declared and that ethical standards be respected in areas which are not easily defined.

2nd Orientation
Get a better grasp of the phenomenon and practice of lobbying

Lobbying is a little known phenomenon, poorly documented and liable to negative biases. There is a need to grasp the reality of lobbying so it can be monitored and controlled effectively by the Lobbyists Commissioner.

3rd Orientation
Promote the Act and the Code to lobbyists, public office holders and citizens

The range of people and organizations affected by the issues and the thrust of the Act in their environment is extensive. Informing them and raising their awareness requires time and effort.

Those concerned include professional lobbyists, employers' and union associations, members of several professions (lawyers, engineers, urban planners, architects, accountants, etc.) who may not at first see themselves as engaged in lobbying activities.

The Act also concerns public office holders (elected officials, government employees, etc.) who are required to always make decisions in the citizens' interest.

Citizens have to be made aware of the Lobbying Transparency and Ethics Act, so that in due time they may express their opinion on issues that concern them.

4th Orientation
Develop an efficient, exemplary organization with regard to the values it has the duty to enforce

The Lobbyists Commissioner banks on the quality and versatility of its staff members to promote the development of a leading-edge expertise regarding a new issue. We often hear in the news about the importance to be placed on values in the management of public affairs. Since the Lobbyists Commissioner has to enforce these values, his team must maintain an exemplary conduct and place ethics at the very centre of its concerns.
